The purpose of the meeting was to accelerate progress in the international effort to make research articles in all academic fields freely available on the internet. The participants represented many points of view, many academic disciplines, and many nations, and had experience with many of the ongoing initiatives that make up the open access movement. In Budapest they explored how the separate initiatives could work together to achieve broader, deeper, and faster success. They explored the most effective and affordable strategies for serving the interests of research, researchers, and the institutions and societies that support research. Finally, they explored how OSI and other foundations could use their resources most productively to aid the transition to open access and to make open-access publishing economically self-sustaining. The result is the Budapest Open Access Initiative. It is at once a statement of principle, a statement of strategy, and a statement of commitment. Protest gegen die NATO Public Netbase t0 Institute for New Culture Technologies The Institute for New Culture Technologies in Vienna firmly opposes any policy leading to discrimination, defamation and intimidation. The participation of the Freedom Party (FPOE) in the Austrian government represents a dangerous precedent for the political unity of Europe. The FPOE's inclusion in the government amounts to a political legitimisation of acts such as playing down Nazi crimes and stirring up resentment, xenophobia and sexism. It also acts to legitimise attempts of political zigzagging, refusal of dialogue, and intimidation against dissenters. Cultural workers have repeatedly been attacked by the Freedom Party. The Institute for New Culture Technologies t0 has itself experienced what it means to be an opponent of Joerg Haider when a slandering campaign against it could only be stopped by court action. The court ruling has since successfully countered his defamations. The FPOE's inclusion in the government is a serious threat to democracy. Therefore we appeal to you to continue to critically monitor the developments in Austria, so that this unacceptable political situation can be reversed and can never become an example for others. Isolating not only the current governmental coalition, but also those forces that resist it, would mean working into the hands of the FPOE in its efforts to undermine a critical public. Please support us and all the others who oppose the current development and who jointly act for freedom, tolerance and democracy. Institut fuer Kulturphilosophie und Medientheorie VAZ - Vereinigung alternativer Zeitungen und Zeitschriften Librarian's Guide to Zines A Reader's Guide to the Underground Press For publishers, writers, artists, videomakers, and anyone who's up to anything interesting, A Reader's Guide is a great way to spread the word, with straight-shootin' reviews and free classified ads. We're excited about the potential of the free press, and we want to tell you everything we know about it -- which zines are terrific (and which aren't); how you can find underground books, papers, videos and websites on exactly the topics you're interested in; and the latest news of people being threatened, sued, expelled from school, or jailed for what they've said or written. Zines, E-Zines : The Book of Zines : Directory Ezine Directory broken pencil - the guide to alternative culture in canada Founded in 1995 and based in Toronto, Canada, Broken Pencil is a website and a print magazine published three times a year. It is one of the few magazines in the world devoted exclusively to underground culture and the independent arts. We are a great resource and a lively read! A cross between the Utne Reader, an underground Reader’s Digest, and the now defunct Factsheet5, Broken Pencil reviews the best zines, books, websites, videos, and artworks from the underground and reprints the best articles from the alternative press. Also, ground breaking interviews, original fiction, and commentary on all aspects of the independent arts. From the hilarious to the perverse, Broken Pencil challenges conformity and demands attention. Yale Research Guide for Mass Media and Popular Culture www.bundestux.de - Ein Kampagne für Freie Software im Bundestag disinformation Launched on September 13, 1996, Disinformation was designed to be the search service of choice for individuals looking for information on current affairs, politics, new science and the 'hidden information,' that seldom seems to slip through the cracks of the corporate-owned media conglomerates. Ironically, it was funded by one of the largest media companies in the world (TeleCommunications, Inc. (TCI), now part of AT&T), who paid for placement on Netscape's then ubiquitous search page. While the subculture search engine, which focuses the searcher's queries on those portions of the Web that are relevant to our areas of interest and research, remains an important feature of the site, Disinformation has become a leading source for original writing and reporting, led by editor Alex Burns. The site features 'dossiers' on a broad variety of topics with links to selected sites covering many sides of a given issue or topic, both pro and con. The political bias of our staff just happens to be 'liberal' or 'progressive,' but that doesn't mean we close our minds to ideas that are deemed conservative, far from it. How can someone be truly well informed with only half the story? The site also has opinion and editorial articles, streaming video clips featuring original Disinformation interviews and reporting, plus communities areas for users to post comments and chat about the issues presented on the site and other topics of importance to our community. We also welcome your feedback and of course encourage you to load up on Disinformation goodies in our store. We'd also like to remind you that the name of this site is Disinformation. We encourage you to research each topic for yourself: check out all the links, especially the ones that seem contrary to your views; question the motivation of the writer and publisher; and form your own opinion about the information that is being presented. We suggest that you treat all other news/information outlets in the same way - the media have strong biases which directly affect the way in which news and information is presented to you - and very often that leads to disinformation. Open Knowledge Initiative OKI is building a scalable, sustainable open-source reference system for internet-enabled education. MIT, Stanford and its collaborators have been working to define the parameters of an architecture whose components address key educational management functions. These solutions will have implications and potential benefits far beyond Cambridge or Palo Alto. By addressing the needs of a more diverse range of schools, OKI seeks to drive collaboration and spark an open-source developer community to build a sustainable support model. The generous support of the Andrew W. Mellon Foundation provides start-up funds for an initial two-year period. The Open Knowledge Initiative will identify, design, and package a set of web-enabled learning components to serve the widest range of educational environments. Our solutions will enhance and streamline the development, delivery, and sustainability of interesting and advanced knowledge components in the future. Our efforts will include strategies for engaging the educational community to inform the design of the product and support its ongoing development and use. A key characteristic of the project will be its adherence to the open-source approach for software development. Resource Discovery Network The RDN provides access to a series of Internet resource catalogues containing descriptions of high quality Internet sites, selected and described by specialists from within UK academia and affiliated organisations. Value-added services such as interactive web tutorials and alerting services are also provided to enable users to make more of their time on the Internet. The RDN provides much more than a collection of isolated databases. While each hub maintains its own character and identity, collaboration enables us to offer users the ability to search for resources across several hubs at the same time. The RDN builds upon the foundations of the subject gateway activity carried out under the JISC's (Joint Information Systems Committee) eLib Programme. The RDN is a co-operative network consisting of a central organisation, the Resource Discovery Network Centre (RDNC) and a number of independent service providers called hubs. As the RDN develops over the next couple of years, it will begin to provide rich entry points to a full range of Internet, bibliographic, documentary and data resources. The RDN is freely accessible to all via the Internet. Some services may have restricted access; please consult the relevant hub for more details.
